The GCA Blackhawk Regional Wastewater Treatment Plan is located on West Bay Area Boulevard in Friendswood, Texas. This Municipal Division facility serves not only the residents of Friendswood, but also Municipal Utility District 55, Baybrook MUD I, and part of the City of Houston.
