Solid Waste Management GCA is authorized by it’s enabling act to build, acquire, own and operate solid waste facilities and related appurtenances. GCA owns and operates the Campbell Bayou Facility, under an exclusive capacity contract for four industrial participants in Texas City, Texas.  The facility is a non-commercial industrial solid waste landfill.
