Mark Schultz was appointed to the GCA Board of Directors in 1979.  Schultz has served as Secretary, Vice Chairman and Chairman during his tenure with GCA.  Schultz graduated from North Texas State University and pursued a career in banking at Republic National Bank and Texas Commerce Bank.  In 1970, Schultz joined the family rice farming enterprise in Chambers County.

Rita Standridge was sworn in, for a second time, as a GCA Board Member in 1998.  In 1994, Standridge was an Ann Richards gubernatorial appointee. Standridge is a registered nurse.

James Matthews has served on the GCA Board of Directors since 1987.  Matthews received an education at Sam Houston State University and the University of Houston.  Matthews owns a tire dealership and an oil and gas distributorship in the City of Texas City.

Dr. Irvin Osborne-Lee was appointed to the GCA Board of Directors in January 2000.  Dr. Osborne-Lee earned his BS, MS and Ph.D in Chemical Engineering from the University of Texas at Austin.  He is currently Professor and Head of the Chemical Engineering Department at Prairie View A&M University.  He previously served the Oak Ridge National Laboratory, Chemical Technology Division, as a Group Leader and Principal Investigator on numerous projects.  In addition to administrative responsibilities at Prairie View, Dr. Osborne-Lee is engaged in teaching, research and service activities.  Dr. Osborne-Lee resides in the Houston area.

Zoe Barinaga was appointed to the GCA Board of Directors effective with the Board’s October 2001 meeting.  Barinaga is the Synthetics Group V Global Marketing Manager at ExxonMobil Chemical Company. She is president of the ExxonMobil Chemicals Headquarters Women’s Interest Network, and a member of the Education Foundation of Harris County and Corpus Christi Catholic School Education Council.  Barinaga received a bachelor’s degree from the University of Florida and a Master of Business Administration from Houston Baptist University.

Frank Jones was appointed to the GCA Board of Directors in December 2001.  Jones earned his undergraduate degree from Rice University in 1984 and his Doctor of Jurisprudence from the University of Houston Law Center in 1995.  He is currently a member of the Public Finance Practice at the law firm of Greenberg Traurig.  His clients have varied from the Harris County/Houston Sports Authority to hospital districts and industrial development corporations.  Mr. Jones is also Special Counsel to the Harris County Sports & Conventions Corporation in various legal matters related to the development and construction of sports and convention facilities at Reliant Park (formerly the Astrodomain Complex).  Memberships include the State Bar of Texas, National Association of Bond Lawyers, Houston Bar Association and the Houston Lawyers Association.

Ron Crowder  was appointed to the GCA Board of Directors in 1999.  Crowder is currently a Licensed Funeral Director and Secretary/Treasurer for James Crowder Funeral Home. His business affiliates include Crowder Investments Inc. and Crowder Holdings Inc.  His current organizational memberships include President of LaMarque Industrial Development Corp. Inc., Bay Area Economic Development, and Clear Lake Chamber of Commerce.  His past accomplishments include Mayor of La Marque from 1979-1983 and Commissioner for Galveston County from 1985-1989.

Lamont Meaux was appointed to the GCA Board of Directors in January 2008.  Meaux earned his BS in Industrial Distribution from Texas A&M University.  He is owner and president of Seabreeze Culvert, Seabreeze Chemical, and Seabreeze Farm.  He is a member of the Winnie Chamber of Commerce, Society of Professional Engineers, Texas Farm Bureau, and Corps of Cadets Association at Texas A&M University (TAMU). Additionally, he is master chairman for the Beaumont A&M Club, board member of the East Chambers Agricultural Historical Society, and committee member of the Regional Advisory Council of the General Land Office.  Meaux is a past member of the American Rice Growers Association, American Soybean Association and American Rice Growers Exchange.  He is a Vietnam veteran, having served in the U.S. Army.

Randy Jarrell, a native of Port Arthur, Texas, was appointed to the GCA Board of Directors in June 2008.  Jarrell is an insurance agent and owner of Beaty Insurance Agency.  He is a member of the Orange and Beaumont chambers of commerce and the Independent Insurance Agents of Texas.  He holds Insurance Licenses in Texas, Louisiana, Colorado and Wisconsin.  He is member of the Lamar University Cardinal Club.
