Franklin D.R. Jones, Jr., J.D. Chairman Harris County Commissioners Court Appointee
Frank Jones was appointed to the GCA Board of Directors in December 2001, and elected Chairman in September of 2014. Jones earned his undergraduate degree from Rice University in 1984 and his Doctor of Jurisprudence from the University of Houston Law Center in 1995. He is currently Shareholder at the law firm of Greenberg Traurig LLP. His clients have varied from the Harris County/Houston Sports Authority to hospital districts and industrial development corporations. Mr. Jones is also Special Counsel to the Harris County Sports & Conventions Corporation in various legal matters related to the development and construction of sports and convention facilities at Reliant Park (formerly the Astrodomain Complex). Memberships include the State Bar of Texas, National Association of Bond Lawyers, Houston Bar Association and the Houston Lawyers Association.
Rita E. Standridge Vice Chairman Chambers County Mayors Council Appointee
Rita Standridge has served since 1998 by appointment of the mayors of Chambers County, having previously served a term as the governor’s appointee. She and husband Jim moved to Texas in 1967 and have lived in Beach City since 1987, where she has been very active in community service. In 2006, she received from the West Chambers County Chamber of Commerce the “Beach City Volunteer of the Year Award”. She served many years and still serves as election judge or election clerk, on the board of the Beach City Volunteer Fire Department, former member of the Pilots service club, a citizen advisor to the West Chambers County Emergency Awareness and Emergency Response planning group (CAER), and on her subdivision Board of Directors. She served five terms as alderman on the City Council of Beach City and three terms as Mayor pro-tempore of the city. Rita is a Registered Nurse and a Red Cross Nurse. Now retired from active nursing service, she specialized as an ophthalmic surgical nurse as well as managing a home-healthcare service.
Irvin W. Osborne-Lee, Ph.D. Treasurer Harris County Mayors Council Appointee
Dr. Irvin Osborne-Lee was appointed to the GCA Board of Directors in January 2000. Dr. Osborne-Lee earned his BS, MS and Ph.D in Chemical Engineering from the University of Texas at Austin. He is currently Professor and Head of the Chemical Engineering Department at Prairie View A&M University. He previously served the Oak Ridge National Laboratory, Chemical Technology Division, as a Group Leader and Principal Investigator on numerous projects. In addition to administrative responsibilities at Prairie View, Dr. Osborne-Lee is engaged in teaching, research and service activities. Dr. Osborne-Lee resides in the Houston area.
Stanley C. Cromartie, AIA Secretary Galveston County Governor’s Appointee
Stanley C. Cromartie was appointed to the GCA Board of Directors in October, 2012. He graduated from Texas A&M University with a Bachelor’s degree in Environmental Design. He is the founding principal of ARCON in April 1991, a single source solutions firm that provides full service Architecture, Property Services and Construction/Project Management. He is a member of the American Institute of Architects, Texas Society of Architects, Houston Chapter of TSA, and Director of 518 South Charities.
Mark Schultz Chambers County Commissioners Court Appointee
Former longtime chairman Mark Schultz was appointed to the GCA Board of Directors in 1979. Schultz has served as Secretary, Vice Chairman and Chairman during his tenure with GCA. Schultz graduated from North Texas State University and pursued a career in banking at Republic National Bank and Texas Commerce Bank. In 1970, Schultz joined the family rice farming enterprise in Chambers County.
W. Chris Peden, CPA Galveston County Commissioners Court Appointee
W. Chris Peden, CPA, was appointed to the GCA Board of Directors in August, 2013 to represent Galveston County. Chris began his career in the tax and accounting field in 1988 and since then has provided a variety of services to a very diverse group of companies and economic sectors. Currently, Chris is the Vice President-Sales, Marketing & Administration of CapRock Oil Tools, Inc. in Pearland. In 1996, Chris started Peden & Associates, a consulting firm in Friendswood, Texas. As the managing partner for Peden & Associates he had oversight responsibilities for a diverse firm that included traditional CPA services as well as start-up and turn around consulting services. He was elected to a three-year term as council member of Friendswood, Texas in May 2005 and as Mayor Pro-Tem of Friendswood, Texas in June 2006. In 2000 he was elected President of the Board of Directors of Hope Foundation, a not-for-profit organization dedicated to the mission of Hope Village and he served on the board until 2011. Chris is a Certified Public Accountant and a Member of the Texas Society of Certified Public Accounts. He has a B.B.A. degree in Accounting from Stephen F. Austin State University.
Nancy C. Blackwell, PE Harris County Governor’s Appointee
Nancy C. Blackwell, PE was appointed to the GCA Board of Directors in June, 2016. She is a graduate of Texas A&M University with a Bachelor’s Degree in Civil Engineering. She is the President and majority owner of AEI Engineering, a consulting firm specializing in design and construction management of utility and facility projects, primarily for municipal and government entities. Nancy is an active member of the Texas Society of Professional Engineers, having just completed her tenure as State President. She is also a member of the Texas Engineering Foundation, the American Council of Engineering Companies, the Association of Water Board Directors, and is a Board Member with the Houston Northwest Chamber of Commerce.
Ron L. Crowder Galveston County Mayors Council Appointee
Ron Crowder was appointed to the GCA Board of Directors in 1999. Crowder is currently a Licensed Funeral Director and Secretary/Treasurer for James Crowder Funeral Home. His business affiliates include Crowder Investments Inc. and Crowder Holdings Inc. His current organizational memberships include President of LaMarque Industrial Development Corp. Inc., Bay Area Economic Development, and Clear Lake Chamber of Commerce. His past accomplishments include Mayor of La Marque from 1979-1983 and Commissioner for Galveston County from 1985-1989.
Lamont E. Meaux Chambers County Governor’s Appointee
Lamont E. Meaux was appointed to the GCA Board of Directors in January 2008. Meaux earned his BS in Industrial Distribution from Texas A&M University. He is owner and president of Seabreeze Culvert, Seabreeze Chemical, and Seabreeze Farm. He is a member of the Winnie Chamber of Commerce, Society of Professional Engineers, Texas Farm Bureau, and Corps of Cadets Association at Texas A&M University (TAMU). Additionally, he is master chairman for the Beaumont A&M Club, board member of the East Chambers Agricultural Historical Society, and committee member of the Regional Advisory Council of the General Land Office. Meaux is a past member of the American Rice Growers Association, American Soybean Association and American Rice Growers Exchange. He is a Vietnam veteran, having served in the U.S. Army.
